A desktop alert

In MSN messenger, a cool looking alert pops up at the lower right end of the desktop when some events like email arrival occurs.

I don’t know the actual name of this component. Though the name here is not important, for my ease, I will call it a ‘desktop alert’. I think i need a component like this for the ‘nsuers Talk’ project.
So, here comes a new entry in the checklist : make a ‘desktop alert’.
